A round table on improvement of the Law of the Republic of Uzbekistan "On budgetary system" was held in Tashkent on 20 November.
The event was organized by the joint Project of the Ministry of Finance of the Republic of Uzbekistan and the United Nations' Development Programme "Public Finance Reform in Uzbekistan".
Within the framework of the project one of the major activities is targeted to provide assistance in further improvement of legislative basis of the budgetary system with the aim to introduce the elements of performance based budgeting.
The given initiative envisages the development of proposals regarding the amendments and additions to the Law "On budgetary system".
Within the initiative the national consultants of the project have developed conceptual directions for the improvement of the Law "On budgetary system" and proposals on specific recommendations in terms of amendments and additions to the Law, on such issues as treasury execution of state budget, mechanism of per capita financing, the order of mobilization and accumulation of state grants and external loans, procedures of generation and execution of non-budgetary funds, planning and realization of investment program in reciprocation with the budgetary process.
With the aim to involve all the relevant stakeholders in the discussion and consideration of the developed documents, the Project organized a round table aimed at identifying the principal and practical limitations of the existing Law "On budgetary system", and further development and introduction of amendments and additions to be made to the Law.
The participants of the round table actively discussed the international experience of improvement of legislative basis of budgetary system, a well as moved forward the conceptual directions of improvement of legislative basis and Law "On budgetary system" in Uzbekistan.
As a result of the round table, the participants succeeded in developing collective proposals on the introduction of amendments and additions to the Law of the Republic of Uzbekistan "On budgetary system".
Representatives of the Legislative Chamber of Oliy Majlis, Cabinet of Ministers, Ministry of Finance, Ministry of Economy, Ministry of Justice, Accounts Chamber, Treasury, Ministry of Public Education, Ministry of Higher and Secondary Special Education, Ministry of Public Health, Ministry of Agriculture and Water Resources, State committees, international organizations, and expert body participated in the round table. |
