Thursday, 19 November 2009AfghanistanĆs President Hamid Karzai swore on November 19 to start his second term as president elected for five years of time. The foreign ministers and diplomatic authorities of many countries participated to this inauguration. U.S. Secretary of State Hillary Clinton, Pakistani President Asif Ali Zardari, British Foreign Minister David Miliband and Turkish Foreign Minister Ahmet Davutoglu were among these participants. International community also closely watched this event and paid attention to it.
Hamid Karzai claimed that August 20 election contributed to the advance of democracy in the country. He encouraged his opponents in the election, especially Dr. Abdullah Abdullah who withdrew from run-off, to work closely for the future of Afghanistan.
During his inauguration speech, Karzai stressed on his duties of being a president; he promised to undertake responsibilities for AfghanistanĆs security, to decrease international forces in countryĆs territories and to end the role of private security companies within next five years. ƬWe are trying our best to implement social, judicial and administrative reforms in our country," he said.
Unfortunately, Afghanistan has been ranked as the 179th country (the second worst) in the Corruption Perceptions Index Table prepared by Transparency International where the countries have been compared to each other on the basis of perceived level of public sector corruption. Corruption problem combined with the other issues had increased international pressure on KarzaiĆs governance which had received great amount of aids in reconstructing the country. In particular, U.S. severely had criticized reluctance and indecisiveness of Afghan leader to take some measures in order to prevent cronyism and corruption. During his inauguration, today, Karzai underlined the importance of state policies to fight against corruption and bribery which were common all around the country.
To emphasize the importance of national unity, he said, "I am the servant of all the people of Afghanistan, from every ethnicity, every tribe, from every place, from every province from every age, whether they are small children whether they are old people, women I invite all the presidential candidates to come and help in serving this nation."
He also added that it is necessary to increase womenĆs rights in Afghanistan.
He pointed out seriousness of drug trafficking and international terror problem and importance of overcoming them.
According to some sources, he also mentioned the importance of good relations with its Islamic neighbours especially with Pakistan.
At the same day, Turkish Foreign Minister Ahmet Davutoglu participated in a breakfast that organized by Hillary Clinton in order to gather foreign ministers of countries, which contributed to the International Security Assistance Force (ISAF) in Afghanistan. Davutoglu is also invited to a luncheon by Dadfar Spanta and he will also visit the Turkish Unit. Turkish Foreign Ministry had declared its support for KarzaiĆs second term.
USAK expert Salih Dogan said that Turkish Foreign Minister Ahmet DavutogluĆs visit to Afghanistan for KarzaiĆs inauguration is important to show TurkeyĆs support to Karzai and Afghanistan. ƬTurkey has always supported Afghanistan in terms of regional security and stability and DavutogluĆs official visit to Kabul is a sign for this,Ć® Dogan said. He added that Ƭthe international actors should take initiative in Afghanistan; otherwise, Karzai might face with more serious problems during his second presidential term.Ć®
