Afghan intelligence chief Amrullah Saleh announced the arrests Saturday.

The Taliban assault killed five foreign U.N. employees and at least two Afghan guards. The three attackers also were killed.

The Taliban said the attack was the first step in a plan to disrupt Afghanistan's November 7 presidential runoff election.

Militantsstormed the U.N. residence around dawn wearing suicide vests. U.N.security officers battled them for at least an hour before NATO troopsand Afghan police showed up.

United Nations officials havequestioned why it took so long for reinforcements to arrive and theycalled for a strengthening of security measures.
