Monday, 24 August 2009Uzbek Agency for Communication and Informatization (UzACI) Board held its next meeting to consider issues regarding the state and development of insurance in the sphere of information and communication technologies (ICT) on 14 August.
The meeting was held under the chairmanship of UzACI chairman, director general Abdulla Aripov. Managers of joint-stock companies, enterprises and organizations of ICT sphere participated in the event.
Director General of ALSKOM insurance company Tohirjon Iminov spoke about the conditions and development of insurance in the sphere of ICT. He said the development of insurance is one of the priority directions of economic reforms in this sphere. Some significant results have been achieved for the past period.
In particular, a mechanism of complex insurance defense was organized by ALSKOM. The ICT subjects besides the traditional types of insurance are represented by a number of appropriated to the sphere types of insurance services, which in turn advantages regular development of their activity.
Among such services we can mention the following: insurance of telecommunication works and communication lines, valuable postal sending, investment projects in conditions "with responsibility for all risks", leasing objects, construction and assembly risks and others.
In 2008 the total volume of insurance liabilities by the given sphere made up 428.6 billion soums, and the volume of collected insurance premiums was 1.8 billion soums, i.e. increased the indicators of 2007 by 188% and 123% respectively. In the period of 2008 and first half-year of 2009 the total amount of insurance payouts to ICT subjects comprised 205.4 million soums.
Active users of insurance services are such subjects like Electromagnetic Compatibility Centre, Uzbektelekom, Alokabank, Radio communication, broadcasting and television Centre, State communication inspection, Chirkom and others.
The sphere was conducted by mechanism of indirect implementation of insurance services by ICT subjects, which allowed providing additional income source. Now ICT subjects besides insurance service consumers have opportunity for implementation of the activity as a professional participant of insurance market.
Active collaboration is carried out with Uzbekiston Pochtasi on implementation of individual accident insurance policy among country population, in particular in rural regions and remote districts of the republic. It is necessary to note that this mechanism serves as a social protection for population in rural areas. Insurance payouts worth 35.7 million soums by 253 insurance cases were implemented for the past period.
A service on insurance of subscribers is organized with a purpose of expansion of client base of mobile communication operators and Internet providers. For example, the collaboration with UzNet branch of Uzbektelekom on life insurance of Internet users and Internet cards holders against accidents.
Also it should be noted the social insurance of risks related to untimely payment of fees of Uzmobile operator users, under conditions of payment by installment of stationary and mobile communications.
On the results of implementation of the Law of the Republic of Uzbekistan "On compulsory insurance of civil liability of vehicle owners", as of 1 July 2009, the coverage level of the given insurance has made 95% in ICT sphere, which is much more than the average indicator by the republic.
As one of the most essential results is the development of new innovative insurance product on complex insurance of risks, which provides with economic protection of information systems in the case of appearance of risks. This project is one of the first projects developed among CIS countries. This product within the International Insurance Forum held in Tashkent was awarded highly with "Oltin Soyabon" (Golden Umbrella) award.
It should be noted that the achievement is a result of enterprises activity in this sphere and characterizes recognition of the given innovation insurance product by insurance society. An experiment of the given product is being conducted at present time by the decision of UzACI. Mass implementation of this innovation product to all ICT subjects is provided by the results of the experiment.
UzACI Board meeting also discussed issues related to available development reserves and problems on improvement of insurance in this sphere, and consequent decisions were made at the end of the meeting. |
