Kazakhstan: Internet space to be controlled by special service

The Republic of Kazakhstan Agency for information and communications (AIC) is planning to launch computer incidence response Service soon, Zakon.kz reports. This Service will be established under the Center of technical support and analysis in the field of telecommunications, functioning under AIC.

The response Service will take care of "coordination of computer security of state bodies, communication providers as well as other parts of national information infrastructure. The mission of the Service is to prevent the infringement of the law in the area of computer and information technology". Besides, the Service is going to gather, analyze and accumulate information on modern threats to computer security and effective protection measures. The body will carry out "technical monitoring" and identify illegal mechanisms and resources in the Internet. Other functions of the Service include the development of recommendations for the users on protection of their personal interests, public and state interests in cyberspace as well as provision of consulting and information support. It is expected that the Service will be capable to immediately track hacker attacks and provide urgent assistance.

The procedures and regulation of the Service have not been developed yet, but it is certain that it will be financed from state budget. Obviously, Public Prosecutor’s Office is not able to identify the internet users, violating the amended law on mass media and not willing to admit the fact that their personal pages or blogs are equaled to mass media sources.
