Specialist comments on introduction of new biometric passports

The decree of the President of Uzbekistan Islam Karimov on implementing passport of new sample with biometric data of its owner in our republic caused to controversies of the population.

Someone approve opinions that the eye retina is needed, and this kind of passport is required only for several people, others approve that fingerprints are needed, but they agree that not everybody need such passports, they are required only as an international passport for those who is obliged to leave to other countries often. The third ones suppose, that only height, weight and eye color is meant.

So the specialist comments are required in order to solve these issues. In this case, UzA posted a comment by the Chief of the Department of Entry, Exit and Citizenship Registration, colonel Bahriddin Shorihsiev given to the correspondent of press service of the Ministry of Internal Affairs of Uzbekistan.

Asked "what kind of biometric data is exactly understood in here, and why this kind of requirement is appeared", Mr. Shorihsiev said: "It is well-defined in the decree, that the Republic of Uzbekistan is a full member of the International Civil Aviation Organization, and consequently must keep all its requirements and execute its recommendations".

"So, one of the obligations of ICAO members is keeping standards for providing passport safety. We should never forget that passport per se is a valued document, identifying and testifying a person belonging to a citizenship or a country. Finally the passport is the most important factor of international trips," he noted.

"That's why according to Chicago Convention on International Civil Aviation (December of 1944) and the decision of Montreal Assembly of ICAO in 2004, member countries of this organization, not late than 2010, must provide with implementation of civil passports, containing personal information on biometric parameters and location information of their owner hereby having high protection," the colonel said.

Thereby, as it is mentioned in the decree, the passports with biometrical data are introduced with a purpose for providing with safety of international civil air navigation, improving the protection rate of identification documents from fakes, improving the mechanisms of operative and accurate identification of a person on state borders crossing, improving the quality and effectiveness of international air traffic. Today over 100 countries are using biometric passports, designed with a usage of modern informational technologies.

According to the Presidential Decree, the new edition of the Regulations on passport system of Uzbekistan, containing explanations of biometric data will be made and approved by the Cabinet of Ministers in two month terms.
