Increasing the number of market participants in account of supporting the entrepreneurship is one of the factors of development of competition in the market of goods and services.

As a result of consistent implementation of measures on liberalization of economy, favorable conditions for entrepreneurship development have been created.

A wide spectrum of privileges and preferences for the small business and private entrepreneurship entities, allowing significantly increasing its development indicators, is created by the legislation.

The major task of the government is exclusion of development barriers of entrepreneurship, hereby taking decisions on their clearance, reduction of price and simplification of licensing procedures for the small business and private entrepreneurship entities.

Work directed on case study requiring governmental decisions was conducted. The work was implemented with a direction on holding meetings with entrepreneurs, round tables, analyses of incoming requests, studying legislative and normative documents on presence of norms affecting entrepreneurs' interests.

With a purpose of revealing problems of entrepreneurs, requiring operative decisions, special workgroups on subject's requests examination are created by the ministries, institutions and state bodies.

Over 1,175 meetings were held as round tables, workgroups and selective conferences of the National Coordination Council. More than 50,000 small businesses and private entrepreneurs participated in these meetings.

A selective conference of the National Coordination Council on discussing of requests and suggestions of more than 12,000 entrepreneur participants, covering all regions of the country is conducted. In addition, 84 requests for decision at the national level were pronounced by the Coordination Council, and 38 of them found their solutions.

On results of the meeting and in pursuance of governmental order the State Demonopolization Committee submitted to the Finance Ministry proposals on decreasing some tariffs.

In particular, it was proposed to decrease the tariff for grain harvesting on the average from 20% to 40%, certification services - 9-24%, test operations - 7-32.5%, metrological services - 6.1-19%, execution of certificates -11-17%, calibration services - 12-30%, implementation of quality systems - 15.9%, on cancellation of payments for cadastre documents on renaming of the company.

The analyses show that the largest share of requests concern to the problems in bank services sphere (31.2%), allotment of land lots (18.8%), engineer communications (12.6%), state registration (12.2%), cadastre and architecture services (7.4%), allotment of empty housings (3%), taxation and custom services (2.4%) and others (12.4%).
