The United Nation Assistance Mission in Afghanistan (UNAMA) and Afghanistan's Independent Human Rights Commission would jointly observe upcoming Afghan presidential election set for August 20, the officials said here on Sunday, according to Xinhua.
  "The basic process of this exercise is to complete fair and free environment for political process to take place, for the basic rights of candidate's supporters and voters are respected," Kai Eide, Special Representative of the UN Secretary General for Afghanistan, told newsmen in a joint conference with Sima Samar, the head of Afghanistan's Independent Human Rights Sima Samar.
  The UN top diplomat also noted that he hopes Afghan president Hamid Karzai to soon issue a decree about noninterference of government institution and officials in the election process.
  Moreover, Sima Samar called for observing Four Rights and Three Principles for the second Presidential polls since the fall of Taliban regime.
  "We would jointly observe, four rights that include freedom of expression, freedom of movement, freedom of peaceful gathering and freedom of making association and political parties that need to be respected during election," Samar said.
  She also said that the three principals, include nondiscrimination, impartiality, and no threat also need to be respected.
  "We would jointly monitoring these rights and principals and those are violating them would be named by our organizations," she said.
