UN Under-Secretary-General B. Lynn Pascoe was quoted on Wednesday as saying that the closure of borders between Israel and the Gaza Strip has created an "intolerable" situation.

Reuters reported that Pascoe told the UN Security Council, "The intolerable situation at Gaza's crossings remains the key impediment to bringing help - and hope - to the people of Gaza."

He claimed that though shipments had increased, "the quality and quantity of imports are insufficient."

He was also quoted as urging Israel "to abide by its obligations under international humanitarian law and open crossings for emergency supplies and construction materials, without which there will be no way to rebuild Gaza."

Since Operation Cast Lead against Hamas terrorists in the Gaza Strip ended mid-January this year, Israel has largely kept the crossings closed in response to continued rocket attacks on southern communities. The matter is one of the Islamic group's primary demands in a cease-fire which Egypt has been trying to negotiate.

The top UN official called for such a truce to be agreed on, and for the cessation of rocket attacks on the South.

"In the absence of a ceasefire, violence continues," he was quoted as saying. "During the reporting period more than 100 rockets and mortars have been fired into Israel from Gaza. These attacks, targeting civilian areas, are irresponsible and must cease."
