Such conclusions are made when make familiar with reports of ecologists and environment prosecutors. The volume of different damage on the nature in money equivalent, which is sounded by these experts on the basis of conducted checks, is too much to be of optimistic character.
When oil turns into evil
It is a well known fact that: under the extraction of oil and gas from subsoil of sub-peninsular Mangistau there are numerous cases of hydrocarbons drains on the ground and emissions of damageable particles into the atmosphere under the burning of passing gas on the torches (on the governmental level there are intentions to ban this method).
Land pollution often happens when discharge lines are broken, incorrect work in axled и soil collectors. Enough oil is accumulated around the oil well when underground and capital repair at such big oilfields as Uzen, Zhetybai and Kalamkas. The ground coverage is interrupted under pouring the liquid within the landscape outline. It happens because of bad quality of "peening" of the oil well under its preparation for repair and a number of other technical reasons. Poured water oil emulsion or oil is mixed with the ground and is transferred to the polygon. This way is how additional land plots of damaged ground are formed. And there is no wonder that near oil field areas do not have anything to grow. The problem still topical of recycling, oil wastages utilization - crude oil spotted ground and oil alime. Thanks to the activity of big oil extracting companies by the present moment on the oblast territory it was accumulated over two million tons! Sometimes wastes are used as construction material under
laying of inside the field roads and erecting of the squares.
Who made more "traces"?
In order to prove our words, let's name the most outrageous violators of environment protection legislation. Among them is one of the biggest and oldest in the sphere of oil extraction enterprise - Mangistaumunaygas JSC (MMG JSC). According to Aktau environment prosecutor Kanat Seitkulov, his body has held a law suit against MMG since the last year. Prosecutors checks of oil fields Zhetybai and Kalamkas, which belong to this company, founded out numerous facts of pouring of black gold. The logic conclusion of "ecologic disorder" became unsanctioned dumps.
Environment prosecution of Aktau together with oblast environment body claimed against MMG JSC KZT1 billion 143 million. But as enterprise-violator wasn't in a hurry to pay the bills, but occupied waiting position, the materials of checks are passed to the court for investigation.
Another violator of ecological code looks more law obedient in this regard. Oil extracting Karakudukmunay company paid over KZT782 million of penalty, without waiting for notifications from the court, the last year for environmental damage.
In general the Aktau environmental prosecutor's office only last year initiated and carried out 42 checks. It resulted in finding out of over half a million violators.
Inadequateness of punishment
You understand that cases are not enough. And what is the most gloomy fact is that the payment for the damage to the environment looks inadequate. It is well known fact that some actions of subsoil extractors leads to irreversible consequences.
Thus, Firma Phiztech Ltd have to pay more than KZT3 million for over normative burning of gas on the torches. And because of people carelessness, in other words, human factor in 2008 there were four incidents - сброс of oil products to equatorial of the Caspian Sea. Economic damage of the ecological system of the unique water pool makes up KZT3082,631 thousand.
However, other incidents are also allowed by subsoil contractors regularly. Some typical facts. Buzaci Operating company is known with bad reputation. Thus, its contractor Kapremrservice company under conducting of capital repair on one of its wells allowed emission of passing gas into the atmosphere. The leader is fined for not significant amount - 25 calculated monthly indices. As for Oil Service Company Ltd under the repair of well on the oil field Severnoe Karagie, which belongs to Zhetybaimunaygaz MMG JSC, machine of capital repair of the well burned. Director of the workshop paid the same fine - 20 calculated monthly indices. In this very company (Mangistaumunaygas JSC) there were cases of air pollution and for damaging of the soil with harmful particles (square about 13 thousand) the fine was imposed at amount of KZT1 011 888 319. Some soils were damaged so badly, because of the oil products and sludge, that they are not suitable for re-cultivation and correspondingly are not good for usage.
Other subsoil contractors also damage the natural resources, they are: ( KAzAzot Ltd, Maersk Oil Kazakhstan Gmbh, Tengiz Service JSC, Mangistaumunaygaz JSC, Shynzhyr JSC, Arman LTD, Karakudukmunay Ltd, HazarMunay Ltd, Oil Construction Company Ltd, Sat Operating Aktau Ltd, Burgylau Ltd, Tasbolat Oil Corporation Ltd, Aktau Tranzit Ltd, Kazakhturkmunay Ltd, Uzenmunaygas JSC Kazmunaygas, Buzachi oil, Buzachi Operating Ltd, Koktem, Agip) are referred to the first category of difficulty. It means that potentially irrational activity of the afore-mentioned companies can entail deer consequences for ecology of the area.
There is another area of difficult ecological situation around Mangistau.
To put radiation in concrete!
Just to remind, there is sadly known lake - tail storage Koshkar-Ata which is located in the hollow with the same title, what is 8 km from the Caspian sea and 5 km from the oblast center - Aktau.
It has been used as burial ground for uranium production since 1965. By the moment there are 51790000 tons of radioactive wastages with the total activity of 11242825 curie. In total in the storage there are 105 million tons of toxic and radioactive wastes. Long years there were a lot of talks around this problem. All scientists came to the conclusion that the burial ground needs urgent re-cultivation, because its beaches, when people ceased to maintain the level of water phase in Koshkar-ata, started to dust and to lift in the air tons of deadly dust. But the problem was not solved, although various sum of money were allocated for the decision of the problem or on the developing of the project on re-cultivation. |
