US, European Experts Draw up Pact to Improve Transatlantic Relations

A group of 50 foreign policy experts and former government officials from Europe and the United States have drafted a partnership agreement - a move aimed at restoring transatlantic ties ahead of President Bush's trip to Europe next week.

The group released the pact Thursday, saying it demonstrates that a common strategy between the United States and Europe can be forged to deal with international challenges.

The agreement covers a host of key foreign policy concerns, including Iraq, Afghanistan, the Geneva Conventions, climate change, peace in the Middle East, China and Iran's nuclear activities.

On Iraq, the pact calls on the United States to start a "strategic dialogue" with European allies. The European Union would commit to training 5,000 civil servants and 25,000 Iraqi security and police forces per year.

The agreement was hammered out during meetings at a Washington think tank, the Brookings Institution.
