The European Union says it is close to agreeing a deal with its Middle East Quartet partners - the UN, the US and Russia - on Palestinian aid.
The European Commission, the EU's executive, has been drawing up plans for a funding mechanism.

This would aim to channel aid to needy Palestinians while bypassing the Hamas-led government.

The militant group is deemed a terrorist organisation by both the EU and the US.

EU External Affairs Commissioner Benita Ferrero-Waldner said: "We are very close to an agreement."
