Thursday, 24 November 2005The Turkish Republic of Northern Cyprus (TRNC) government agreed on Tuesday to pass legislation that would enable Greek Cypriots to claim their property left in the North.
Once adopted by Parliament, the Greek Cypriots would be able to demand not only compensation or exchange, but also the return of their property, if it is not currently being used or the return of which is not a threat to the public order.
According to the bill in the Official Gazette, a special commission will be founded to deal with the issue of property claims. The decisions of this commission would have an execution character and be binding. At least two of seven members of the commission would be foreigners who do not have citizenship with the TRNC, Greek Cyprus or the guarantor powers Turkey, Greece and Britain.
If the claimed property is not owned by a real or legal person, and its return would not constitute a threat to national security or property, it would be immediately returned back to its proved owner. If the claimed property is currently under use by someone else, the final solution would be delayed until a resolution is reached on Cyprus. But the property holder would have to leave the property after a solution is found and would either be reimbursed or be given property in exchange.
