New "peace" related news has arrived from Washington 10 years after the end of the Bosnian war that caused to the death of 250,000 people, mostly Bosnians.
On Monday, Bosnians, who commemorated the 10th anniversary of the Dayton Agreement that brought peace to Bosnia, and on Tuesday agreed to "make constitutional alterations" that are very important for the country.
The Serbian Republic, which is one of the two administrative units forming Bosnia along with the Bosnian-Croatian Federation, has for the first time called war criminals Radovan Karadzich and Ratko Mladich to "surrender" after the agreement.
The Bosnian, Croatian, and Serbian leaders of Bosnia that has been administered by such a complex system according to the constitution created by the Dayton Agreement have agreed on "determining the constitutional system by March 2006".
The details of the agreement signed under the observation of the US, as architectures of the Dayton Agreement, will be determined by March; however, it is reportedly too difficult for the Serbian Republic to make any concessions having a "state in a state" right, they would like to continue with the Dayton Agreement.
The new constitution that shows a strong central administration is seen as "indispensable" to Bosnia's European Union (EU) membership. US Secretary of State Condoleezza Rice also participated in the pre-agreement signature ceremony.
First "submittal" call for butchers
The Bosnian-Croatian Federation and the Serbian Republic continued their presence with the federal parliament, the triple prime ministry system and other federal institutions with its weak links. On the other side, Bosnia Serbia Republican officials expected for the first time on Tuesday, the surrender of Bosnian Serbian commander Mladich and former Bosnian Serbian leader Karazdich, who are being sought for war crimes. The officials' call demands Karadzich and Mladich should turn themselves in immediately either to the Serbian Republic or directly to the International War Crimes Tribunal in The Hague.
The declaration also emphasizes if they refuse to surrender themselves, the Bosnia Serbia Republic will take all required measures to locate and investigate Karadzich and Mladich. These two bloody murderers are being sought accused of genocide crimes during the Bosnian war.
