"East Mediterranean Energy Policy: Cooperation or Conflict" |
27 July 2012Energy expert Sohbet Karbuz held a seminar about the natural gas discoveries, undiscovered and technically recoverable oil and gas resources and energy companies and regional countries' perspectives to the potential sources from his point of view on Thursday at the International Strategic Research Organization (USAK).
Alongside the attendance of the energy experts, academics and the regional experts joined the seminar in Ankara.
Presentation made by Karbuz covered the topics of East Mediterranean upstream and infrastructure developments, and challenges and opportunities that countries face and go through in the East Mediterranean, concluding his presentation with the concluding remarks which included the potential employment opportunities, discovery of gas and drilling and so on.
Sohbet Karbuz firstly framed his presentation by detailing the natural gas and hydrocarbon resources of region countries.
Primarily, Karbuz analyzed the natural gas discovery offshore Egypt and the its figures, then he detailed Israel and Israel's potential drilling in the East Mediterranean. He mentioned shortly that what would be the political effects of Israel's discovery to the region countries. He also pointed the gas sales contract between Israel and Egypt and the disrupted export of Egypt. Later on, he touched to the "believed-to-be big sources" in the Southern Cyprus ad the discovery of Cyprus-A which was the first licensing round in December 2011. He also added his political point of view and briefly touched to the southern Cyprus's European Union term presidency and the potential statements which might effect Turkey and EU relations. Lastly, he analyzed Lebanon and Syria and said that Lebanon's first offshore licensing round is expected in October 2012.
Another topic that he covered was the "(Geo)Political Tension and Conflicts" and he pointed the relations between countries in the East Mediterranean.
Moreover, one of the under titles of Karbuz's presentation was the "Challenges and Opportunities in the East Mediterranean" and Sohbet Karbuz stressed that most of the area was not discovered yet. He talked about the numerous challenges, such as export routes, transfer of the gas through pipelines or liquidate of the goods. He talked over the Nabucco and TANAP (Trans-Anatolian gas pipeline). He said, "discovery is a discovery when you drill," over the challenges and opportunities that countries face in the East Mediterranean. Karbuz stressed, "the most important thing is exporting the oil not discovering it."
Furthermore, Sohbet Karbuz ended his "East Mediterranean Energy Policy: Cooperation or Conflict" titled presentation under the topic of "Concluding Remarks".
Karbuz stated, "East Mediterranean is an emerging gas province but not a game changer for the region yet. However some countries are already game changers." He also added that with the potential discovery of the gas, the creation of employment would rise. He said that the energy has became the extension of politics by other means. He lastly touched to the cooperation between countries and said, "Joint exploration of resources and transport projects may change the political and economic scene of the region."
Dr. Sohbet Karbuz received his Bachelor of Science and Masters of Science degrees from industrial engineering department of Istanbul Technical University and Karbuz currently heads hydrocarbons division of Mediterranean Observatory for Energy (OME). Previously, he worked in Austria, Turkey and Germany.
