Kyrgyzstan: Independent study of the ethnic and cultural diversity management policy published in Bishkek |

Thursday, 9 February 2012An analytical report entitled “Ethnic and cultural diversity management policy in the Kyrgyzstan: past, present and the future?” developed by the “Polis Asia” center and supported by the Soros Foundation - Kyrgyzstan has been published in Bishkek.
This report reviews the weakness and strengths of the public policies in the field of ethnic and cultural diversity management in Kyrgyzstan, in an attempt to identify the reasons that lead to ethnic conflicts along with the obstacles that hinder the civil society’s development and problematic areas that require urgent response on the part of the state.
The report draws on the findings of the research conducted in July-November 2011 in the Osh, Jalal-Abad, Chui and Btaken regions of the KR, as well as the cities of Bishkek, Osh and Jalal-Abad. In the course of the research the project experts and volunteers have conducted over 150 interviews with researchers, civil society activists, public officials and civil servants who work in the research field.
Report has also drawn upon a number of academic researches as well as experts reviews and analyses, as its authors have reviewed some 22 documents that deal with the subject of the study. In addition, it also uses the data of the 2009 national population and housing census.
The study raises and answers the following questions: what are the ethnic and cultural diversity management practices in Kyrgyzstan, to what extent do the historical prerequisites for the national and state development actually impact the public policy in the researched field and what are the obstacles in front of the diversity development inbuilt in the legislative framework?
