Kazakhstan Ratifies Agreement on Cooperation with the U.S

Kazakh President Nursultan Nazarbayev signed an Agreement with the United States on cooperation to facilitate the provision of U.S. assistance to Kazakhstan, presidential press-service reported on Friday.

The agreement was signed in Washington in 1992 and came into force since the date of signing.

The agreement regulates the issues on gratuitous assistance to Kazakhstan in economic and technical projects by U.S. Government, bur its items contradict the existing Kazakh legislation.

In particular, goods, supplies and other property provided and used under the U.S. assistance programs, may be imported in Kazakhstan, exported from the republic and be used without any tariffs, taxes, customs duties, import taxes, or other similar taxes and charges imposed by domestic law.

Moreover, according to the agreement, U.S aircraft and naval vessels used under the program are exempted from airport, navigation and port charges, taxes and similar fees established by Kazakhstan.

Thus, according to the legislation of Kazakhstan, the agreement can be applied in its entirety only following its ratification.

Under the agreement, the U.S. provides technical assistance to Kazakhstan in education, health, SMEs support and other sectors. The U.S. will allocate $ 4.5 million to Kazakhstan by December.
