The chairman of the opposition Democratic Party of Azerbaijan (DPA) believes that an association of small parties to large ones is important, providing they have a common ideology.

"Parties with a common ideology which differs only by name, should unite," chairman of Democratic Party Sardar Jalaloglu told Trend.

Mr Jalaloglu noted that if one small and one large party differ on ideological beliefs, then their union is impossible. Thus, the ideological similarities should be taken as a main factor.
"There should be parties with a different ideology in society, no matter how big or small they are. For example, if we combine the entire world's parties on ideological orientation, then four groups will be defined.

"The first is one supporting social democratic ideology, the second includes liberal parties, the third is National Democratic and the fourth, religious," Mr Jalaloglu said.

In this regard there should be a liberal party, a National Democratic Party, Social Democratic Party and Islamic Democratic Party. All other parties are versions of these four main ideologies.

The four basic ideologies should also represent the rights of the people and are divided into four groups - personal, social, religious and national rights, Mr Jalaloglu added.

"Since these groups have their differences, and they require different methods of achieving their aims, their union is impossible. Only if a social threat arose in the community would these parties work together to fight an external enemy. Thus these four groups can unite to fight, but they will never do it in the internal struggle and it wouldn't even be even." Mr Jalaloglu said.

"A large number of parties' have one of the shortcomings of equality and that is abuse of democracy, "he said.

"Multiple parties are created after democratic freedoms are given. It leads to lack of partition. There are societies which have many partners, but no pluralism. Thus it is necessary to eliminate the abuse of democracy. Parties with a common ideology should unite." Mr Jalaloglu said.
