An agreement on diplomatic property between Azerbaijan and Russia which will be signed in Moscow on Thursday, will be a good debut for further development of the legal framework between the two countries in 2012, Russian trade representative in the AR Yuri Shchedrin told Trend on Thursday.

"It is a very serious agreement, involving the transfer of property where the diplomatic mission of Russia and Azerbaijan is located and I believe that it is the first, but not the last agreement which will be signed during the year between the two countries" Mr Shchedrin said.
The agreement will be signed during the visit of Foreign Minister of Azerbaijan Elmar Mammadyarov to Moscow.

Three documents are almost ready at the moment, the draft intergovernmental agreement on labour migration, the parallel work of power between Russia and Azerbaijan and provision of a pavilion at the Russian Exhibition Centre (REC) on a long-term lease, Mr Shchedrin told.

"Intergovernmental agreement on labour migration provides an opportunity to legalise many of the procedures relating to the registration of Russian citizens staying in Azerbaijan and those of Azerbaijan in Russia for business purposes," Mr Shchedrin said.

The second agreement provides the synchronisation of the power systems of Azerbaijan and Russia. Azerbaijan provides electricity to neighbouring countries, including Russia via the power line Derbent-Yashma on a regular basis and there is surplus in favour of Azerbaijan.
The essence of the third agreement is that the CIS countries will receive their national pavilions in the Russian Exhibition Centre on a long-term lease for a nominal fee. It is expected that work on creating a permanent exhibition for the CIS countries on the basis of RECC in Moscow will be an important factor for the development of cooperation.

"Intensive discussions are held and active work is implemented on other intergovernmental agreements." Mr Shchedrin said. "I believe that it will be the year of further progress on issues of improving and developing the legal framework between Azerbaijan and Russia."

Mr Shchedrin noted that an agreement on diplomatic property was the obstacle, which made it impossible to reach a compromise on an agreement On Encouragement and Reciprocal Protection of Investments."
