Friday, 6 January 2012"The snap elections to the Parliament and regular elections to the maslikhats may not take place due to the extended state of emergency in Zhanaozen, Mangystau region," chairman of the Kazakh Constitutional Council Igor Rogov said.
"The state should and can determine not only the terms and conditions to exercise the right to vote, but also provide realization of this right to the full extent along with other constitutional rights and freedoms in the environment of their personal security, transparency and competitiveness of the elections. However, it is problematic to attain those goals under the emergency rule and temporary restrictions of some rights and freedoms of natural and legal persons," Rogov said.
"Therefore, with a view to the impossibility of ensuring free expression of the will, full enforcement of the constitutional rights under the state of emergency, under the law on state of emergency, the elections cannot be held in the regions where the state of emergency is imposed."
"The Central Election Committee will take further necessary measures under its authority," he resumed
