In a new report on human rights elsewhere in the world, Russia's Foreign Ministry has criticized the United States over its rights record, citing examples such as the Guantanamo Bay prison facility and wrongful death-row convictions.

"The situation in the United States is far from the ideals proclaimed by Washington," the Foreign ministry said in the 63-page report posted on its website. "The main unresolved problem is the odious prison in Guantanamo Bay."

It adds that the "White House and the Justice Department shelter from prosecution CIA operatives and highly placed officials who are responsible for mass and flagrant breaches of human rights."

Moscow has previously reacted angrily to the accusations of human rights breaches that the U.S. State Department has leveled at Russia in its annual reports.

The State Department has expressed concern about the violent attacks on rights activists and journalists in Russia, and criticized abuses in Russia's Caucasus, including extrajudicial killings, kidnappings, and torture.

The Russian report also criticizes EU member states, Canada, and Georgia.

Except for a section criticizing the NATO operation in Africa, the report does not cover rights abuses in Asia, Africa, or the Middle East, and only mentions China once in passing.
