Center for Political Innovation and Technologies Director Mubariz Ahmadoglu said at a press conference that the Kazan meeting has once again verified that the political methods of resolving the Nagorno-Karabakh conflict do not work.

He stressed that the failed outcome of the Kazan meeting showed that the Armenians do not want a peaceful resolution of the Nagorno-Karabakh conflict and that Armenia’s destructive position makes a military resolution to the problem unavoidable.

He mentioned that Azerbaijan is developing its army very rapidly, as it proved with the military- parade held in Baku on July 26. So if Armenia continues maintaining such an unenthusiastic position toward resolving the Nagorno-Karabakh conflict, then the guns will speak.

Director Ahmadoglu emphasized the Kazan meeting as one of the most important ever held. Until now, no meeting was provided with such information and political support. He said that it was planned to sign an updated document, called the “Basic Principles” in Kazan, on the basis of the Madrid Principles.

Presidents Ilham Aliyev of Azerbaijan and Serzh Sargsyan of Armenia met in Kazan in order to discuss the basic principles of the Nagorno-Karabakh conflict settlement through the mediation of Russian president Dmitry Medvedev. Like the other nine meetings held during the last three years, the Kazan meeting did not reach a solution to the conflict.

However the meeting failed because of Armenia. It was obvious that the Kazan meeting was the most significant opportunity for the resolution of the conflict. Even if the Armenian side signs the document on the settlement of Nagorno-Karabakh conflict, it can cancel its signature. We have already seen this while signing the protocols on the normalization of relations between Turkey and Armenia. After the documents were signed, Armenia handed the documents over to its Constitutional Court for consideration. The court came to a decision that nullified all the issues in the protocol that were in favor of Turkey.

Ahmadoglu believes that talks between the Azerbaijani and Armenian communities of Nagorno-Karabakh are very important for the resolution of the conflict.
